From the corpus, collected editions of the newspaper O Globo, Folha de S. Paulo and O Estado de S. Paulo in the period, we identified pressure groups and actors mostly occurring in the media sphere and how they legitimize the discourse of clean development and Amazon vocation for big dams like Belo Monte (Pará), São Francisco and Jirau (Rondônia). The groups, linked to industrial and construction sectors, using the media as one more tool to influence the behavior of public opinion and force the government, will eventually repeat business interests. Este trabalho faz uma análise de conteúdo acerca do debate sobre a matriz energética brasileira na mídia em dois momentos de crise no setor: primeiro em 2001-2002, no governo de Fernando Henrique Cardoso, quando ocorreram o apagão e o racionamento e políticas públicas emergenciais foram incluídas no PPA; segundo, em 2008-2009, no governo Lula, quando criou-se a impressão de que o parque energético brasileiro não suportaria o crescimento da economia, sobretudo diante da ameaça de novos blecautes, o que motivou a criação de um componente energia elétrica no PAC. A partir do corpus, coletado de edições dos jornais O Globo, Folha de S. Paulo e O Estado de S. Paulo no período, identificamos os grupos de pressão e atores com maior ocorrência na esfera midiática e como eles legitimam o discurso de desenvolvimento limpo e vocação da Amazônia para abrigar grandes hidrelétricas como Belo Monte (no Pará), São Francisco e Jirau (em Rondônia).
