Implementing the decentralization of environmental management, is to bring the entity county to debate, is to put it as mediator of conflicts at the local level, establishing that it develops various organizational attributes. For Amazon, the decentralization of environmental management has significant importance for the quantity of counties and the exuberance of its natural resources. This research has as a central issue check to what extent decentralization through environmental licensing tool and the establishment of environmental policy actions can help the environmental management in the county of Laranjal do Jari, in Amapá, will examine the pratical experience of decentralized environmental management in the county of Laranjal do Jari with main focus on environmental licensing tool and how this intervention action in the urban environment has been developing since the qualification to the present time, and will consider the political and institutional aspects, of management and popular participation. The Theoritical framework we set out the approach that the model of construction of the environmental decentralization starts from the existence of institutional agents. We rely on this theory to understand the institutions as key factors in the economic performance of the society, incorporating historical analysis to the effort to understand about the study of institutions, institutional changes of political movements that permeate the whole society where those organizations and / or institutions are placed. The methodology was designed through a case study conducted by exploratory and descriptive research, guided by the use of bibliographic survey, interviews with several actors, data collection, through questionnaires and systematic observation. The results show that the main obstacles that may occur for effectiveness in local environmental management are directly related to the existence of administrative political stability in the prefecture and therefore the environmental agency and from then the county can seek the public policies and instruments available to strengthening local environmental management.
