It is known that the preservation of PEUt is of fundamental importance for Belenenses, as the “Água Preta” and “Bolonha” lakes are among the springs that supply the metropolitan area of Belém. The PEUt is being threatened by the disorderly process of urbanization that the city has suffering, which has inflicted irregular occupations in the area surrounding the park, as well as within. This process has required the awareness of all actors involved in environmental issues, namely the administration of PEUt, local community, non- governmental organizations (NGOs), Higher Education Institutions (HEI), notably the Center for the Environment ( NUMA), Federal University of Pará (UFPA). To minimize conflicts of interest, the current administration PEUt has sought to involve all segments, adopting what he calls a "participatory management" through the effective operation of the Management Council in decision-making. To this end, we adopted the following practices methodological literature and documents, both in the media, physical and virtual, participation in meetings of the Management Council, the period of field research, visiting the spot areas of PEUt, and interviews with local leaders. At the end of the study, it was felt that it was too recent a real community participation in managing the park, so that it can be said about its limits and possibilities. However, the state has sought to improve its performance in the control area PEUt, taking the first steps towards an effective community participation in the destiny of the place where its people produce and reproduce life. Este trabalho analisa a atual gestão do Parque Estadual do Utinga (PEUt), com o objetivo de compreender as possibilidades e os limites de uma gestão participativa dos recursos naturais. Sabe-se que a preservação do PEUt é de fundamental importância para os belenenses, visto que os lagos Água Preta e Bolonha fazem parte dos mananciais que abastecem a Região Metropolitana de Belém. O PEUt está sendo ameaçado pelo processo desordenado de urbanização que a cidade vem sofrendo, o qual tem infligido ocupações irregulares na área do entorno do parque, assim como em seu interior. Esse processo tem exigido sensibilização de todos os atores envolvidos com a questão ambiental, a saber: a administração do PEUt, a comunidade local, as Organizações Não Governamentais (ONG), as Instituições de Ensino Superior (IES), notadamente o Núcleo de Meio Ambiente (NUMA), da Universidade Federal do Pará (UFPA). Para minimizar os conflitos de interesses, a atual administração do PEUt tem buscado envolver todos os segmentos, adotando o que denomina de “gestão participativa”, através do funcionamento efetivo do Conselho Gestor nas tomadas de decisão. Para tanto, adotou-se as seguintes práticas metodológicas: pesquisa bibliográfica e documental, tanto nos meios de comunicação físicos quanto virtuais; participação nas reuniões do Conselho Gestor, no período da pesquisa de campo; visitação in loco das áreas do PEUt; e entrevistas com lideranças locais. Ao final do estudo, percebeu-se que ainda é muito recente a real participação da comunidade na gestão do parque, para que se possa afirmar sobre seus limites e possibilidades.
