The consensus of the sectors concerned about the sustainability of the planet is formalized in the sense that one must overcome the challenge of identifying the carrying capacity of coastal areas, using among other Geoenvironmental management tool and the natural resources, in order to the compatibility among use, harmonizing them with natural vocation of the ecosystems, also in searching of the use of the land. In this context, it means that solving the problems of the coastal municipalities should incorporate a proposal for integrated a coastal zone management in order to solve major problems coastal: erosion, soil and aquatic environments contamination and inordinate use of coastal areas but above all, to respond to those proposals of the implementation of a major infrastructure has been a constant at the current stage of evolution of the capitalist system, often to the detriment of the aspirations of local communities. Based on the central concept of Integrated Coastal Management, GCI, namely, Integrated Coastal Zones Management - ICZM ,it seeks to clarify the content of the proposed of the integrated coastal management, as well as analyze how the inclusion of these concepts in municipal master plans, particularly in the case of the municipality of Curuçá; may contribute to a diagnosis and planning concrete of the coastal zone, taking into account the decision-marking in public policy, in particular those relating to spatial municipal territory, thus achiving the aspirations of local communities. It can be argued, therefore, having been completed in order to generate benefits, in viewing, the future revision of the Master Plan of Curuçá, and thus contribute to the implementation of public policy instruments through a contribution to reflect on the implementation of a design management in the case, the Integrated Coastal Zone Management (ICZM), thus maximizing the use of a key tool in municipal planning, the Master Plan - PDM, that it is deemed necessary in ultimately excel in its execution by the primary application of the procedure for optimizing the social capital, that is, the actual realization of society participation in all phases of the planning and management of coastal areas. A lógica capitalista globalizada, pelo seu caráter nitidamente predador, agindo num quadro planetário que se caracteriza pelo desequilíbrio global dos diversos ecossistemas naturais, tende a acelerar esse cenário de deterioração progressiva do meio ambiente, nele evidentemente incluso o homem; afetando em particular, ecossistemas que se caracterizam, sobretudo, pela sua fragilidade, como são os ecossistemas costeiros. O consenso dos setores preocupados com a sustentabilidade do planeta se formaliza no sentido de que, tem-se de vencer o desafio de identificar a capacidade de suporte das zonas costeiras, usando dentre outras as ferramentas do gerenciamento geoambiental e dos recursos naturais, tendo em vista a compatibilização dos usos múltiplos, harmonizando-os com as vocações naturais dos ecossistemas, em busca também do ordenamento do território. Neste contexto, entende-se que o equacionamento dos problemas dos municípios costeiros deve incorporar uma proposta de gerenciamento integrado da zona costeira, tendo em vista, a solução dos principais problemas litorâneos: erosão, contaminação do solo e meios aquáticos e uso desordenado das áreas costeiras; mas, sobretudo, dar resposta àquelas propostas de implantação de infra-estrutura de grande envergadura que tem sido uma constante, no atual estágio de evolução do sistema capitalista, quase sempre em detrimento das aspirações das coletividades locais. Baseando-se no conceito central de Gerenciamento Costeiro Integrado- GCI, vale dizer, Gestão Integrada de Zonas Costeiras – GIZC, procura-se esclarecer o conteúdo da proposta de gerenciamento costeiro integrado; bem como analisar como a inserção dessas concepções em planos diretores municipais, em particular no caso do município de Curuçá; poderá contribuir para um diagnóstico e planejamento concretos da zona costeira, tendo em vista as tomadas de decisão que potencializem, de fato, decisões corretas nas políticas públicas, em particular, as que dizem respeito ao ordenamento do território municipal; atendendo dessa forma as aspirações das comunidades locais. Pode-se afirmar, portanto, ter se concluído o propósito de gerar subsídios, tendo em vista, a futura revisão do Plano Diretor Municipal de Curuçá; e, assim sendo, contribuir para a implantação de instrumentos de Políticas Públicas, através de uma contribuição para refletir sobre a aplicação de uma concepção de gestão, no caso, a Gestão Integrada de Zonas Costeiras (GIZC); potencializando a utilização de um instrumento fundamental no planejamento municipal, o Plano Diretor Municipal – PDM; que, julga-se necessário em última análise, primar em sua execução pela aplicação do procedimento primordial de otimização do capital social; vale dizer, a realização efetiva de um processo participativo da sociedade, em todas as fases do planejamento e gestão dos espaços litorâneos. 2018-05-22T18:30:39Z 2018-05-22T18:30:39Z 2011-10-21 Dissertação SILVA, Raimundo Reinaldo Carvalho da.
