The context of environmental and climate policy Pará regarding the mechanism for Reducing Emissions from Deforestation and Forest Degradation (REDD) and its place in the legal system of the State, is the issue addressed by this work. In recent emergence on the scene of international discussions, REDD is presented as a proposal for avoided deforestation in developing countries, whose preservation of forest is essential to bring all sorts of benefi ts, particularly those related to the mitigation of global warming, which
should be compensated by the compensation of individuals, communities, projects and countries,
as proposed originally released in 2005, during COP 11. The state of Pará, which ended the year 2012 as a leader in deforestation fi gures among states in the Amazon, in 2009 predicted the inclusion of REDD in its legal-regulatory and institutional actions as part of its Plan Prevention, Control and Alternatives to Deforestation. This article examines the decision-making processes for the implementation of this measure did not advance in the state, especially when compared to other Amazon states, whose legal and regulatory frameworks already have policies related to REDD and related additional measures, such as
the regulation on payment environmental services and policies on climate change. |
