The Ecological-Economic Zoning (ZEE) is an instrument for reordering the occupation of spaces and for redirecting activities, through nature management and conservation in priority areas. It should serve as a subsidy to strategies and actions for the execution, at state level, of sustainable development. Using it as a study instrument, the outcome of the fishing and aquaculture areas, of Law n", 6745 of May 6, 2005 instituting, in the state of Pará, the Ecological-Economic Macro-Zoning, is evaluated. With this intent, a selection, analysis, and interpretation of bibliographies related to the theme was carried out, as well as interviews with several professionals involved in the elaboration and execution of the Macro Ecological-Economic Zoning of this state. During this research, it was registered that zoning, whatever its kind, including fishing, constitutes a system of rights and prohibitions that administratively limit the right to property for the benefit of the welfare of the community (LOUREIRO, 2005: 45). The coastal zone, due to its importance, for having a large concentration of people per km-, approximately 17 (seventeen), according to IBGE (2000), will receive a differentiated detailing for a scale of 1:5,000, according to SECTAM's technical team. And this will only occur in the second phase of the program, when the macro-identifiers will be able to see what is happening at the local level. We understand that one of the main public instruments for environmental protection is the Ecological-Economic Zoning (ZEE), if the necessary aspirations for the development of local populations are inserted in its body, because the division of the territory into parcels established by it authorizes certain activities and prohibits, in an absolute or relative way, the exercise of others, considered harmful to the environment and society. Even if this is not its only objective, it is considered valid if executed in a participative way, guided by the principles of sustainability, citizenship, equity and shared management with its local users, incorporating and integrating the customary rights and traditional knowledge of the fishing populations.
