The methodological option of this study was of a qualitative approach, because it is believed that this type of research because it believes that this will allow a detailed investigation of the object of study. In addition, research methods were used to collect and analyze data, documents and the interview with the representatives of the Municipal Secretariat of Abaetetuba, Union of Workers in Education, Municipal Council of Education and the city hall. The research used several sources to understand the pathways of the creation of the education system, its construction, the social and economic context of this process and the relationship between the system and the educational plan; therefore it was based on the conceptions of different authors such as Diva Chaves Sarmento, Dermeval Saviani, Carlos Roberto Jamil Cury, Alexandre Cals, Antonio Chizzotti, among others. The results indicate that the municipality of Abaetetuba has an education system based on a partisan political culture, which directly influences the organization, planning and also some positions in the education sector. With this, there is a strong interference in educational policies, which causes obstacles for the municipality to provide effective policies aimed at quality in Baetetubense education. É importante destacar que este estudo tem como objetivo compreender as dinâmicas de organização do ensino do município de Abaetetuba-Pa e perceber de que forma as articulações políticas e sociais vêm debatendo uma proposta efetivamente democrática de ordenação do sistema educacional no município do Baixo Tocantins. A opção metodológica deste estudo foi de abordagem qualitativa, pois acredita-se que esse tipo de pesquisa por acreditar que essa irá permitir uma investigação minuciosa do objeto de estudo. Além disso, utilizou-se como métodos de investigação o levantamento e análise de dados, de documentos e a entrevista com os representantes da Secretaria Municipal de Abaetetuba, Sindicato dos Trabalhadores em Educação, Conselho Municipal de Educação e a prefeitura. Na pesquisa utilizou-se diversas fontes para compreender os percursos da criação do sistema de ensino, sua construção, o contexto social e econômico desse processo e a relação entre sistema e plano de ensino; portanto fundamentou-se nas concepções de diferentes autores como Diva Chaves Sarmento, Dermeval Saviani, Carlos Roberto Jamil Cury, Alexandre Cals, Antonio Chizzotti, dentre outros. Os resultados indicam que o município de Abaetetuba possui um sistema de educação baseado em uma cultura político partidário, a qual influencia diretamente nas questões de organização, planejamento e também em alguns cargos no setor educacional.
