The aim of this study was to understand the regulatory process of affirmative actions policy
within scope of the postgraduate system in Brazil, as well as the criteria established for the
admission of blacks, indigenous people and people with disabilities in master's and doctoral
courses. What are the normative parameters that regulate the institution of affirmative action
policy in the Brazilian post-graduation? How the graduate programs that have adhered to the
affirmative action policy characterized? What are the criteria adopted by Brazilian public
universities, based on their postgraduate courses in education, in order to achieve the
inclusion of masters and doctoral students, through an affirmative action policy? A
bibliographic and documentary study was carried out, with support in statistical information,
having the Internet as an essential device in the capture and storage of sources. The period of
analysis extended from 1968 to 2019. Although affirmative action has been introduced in
postgraduate programs, it is not immune to the barriers to make it effective. Therefore, there
is a need to expand the number of vacancies made available for admission to post-graduate
programs at Federal Universities, through a quota policy. It shall be noticed that the regulation
of the affirmative action policy in the scope of the National Postgraduate System in Brazil is
still in the process of being produced. However, the lack of a federal standard did not prevent
the federal institutions of higher education, covered with autonomy, to institute it through a
specific Resolution to the case. |
