For this purpose was held a literature search and document relating to water transport, as well as a field survey to identify the conditions under which this mode of transport operating in the city, since its infrastructure to the perception of users and operators, using the observation and interview as a technique for data collection. In addition, we sought theoretical foundation of the Brazilian standards with regard to the design of passenger terminals and cargo. By analyzing the results of research, came to the conclusion that while Tucuruí has a considerable movement of people and cargo, both in the city and commuting, passengers and owners of vessels are unhappy with the lack of infraestrura berths, making it difficult and dangerous activities of loading and unloading. Thus, we proposed a layout of a marine terminal that meets the needs of both passengers and cargo. The site chosen for the implementation of the terminal was the neighborhood of Mangal, as a region that meets the technical requirements identified as necessary for the implementation of the terminal, such as depth and conditions, in addition, this project would bring further development and appreciation for the site. The project was developed based on the technical standard NBR 15450:2006 regarding the accessibility of passenger water transport system. With the improvement of the implementation of this proposed infrastructure will enable the terminal to increase the efficiency of water transport, attracting new users and leverage the region's development. O presente trabalho tem por objetivo realizar um estudo preliminar sobre a construção de um terminal hidroviário na cidade de Tucuruí. Para tanto, realizou-se uma pesquisa bibliográfica e documental referente ao transporte hidroviário, bem como uma pesquisa de campo para identificar as condições em que esse modo de transporte opera na cidade, desde a sua infraestrutura até a percepção dos usuários e operadores, utilizando a observação e entrevista como técnica de coleta de dados. Além disso, buscou-se embasamento teórico nas normas brasileiras no que diz respeito ao dimensionamento de terminais de passageiros e cargas. Com a análise dos resultados das pesquisas, chegou-se a conclusão que, embora Tucuruí tenha um movimento considerável de pessoas e cargas, tanto nas viagens intermunicipais quanto nas municipais, os passageiros e donos das embarcações encontram-se descontentes com a falta de infraestrutura dos atracadouros, o que tornam difíceis e perigosas às atividades de embarque e desembarque. Assim, propôs-se um layout de um terminal hidroviário que atenda tanto às necessidades dos passageiros como das cargas. O local escolhido para a implantação do terminal foi o Bairro do Mangal, por ser uma região que atende os requisitos técnicos apontados como necessários para a implantação do terminal, como profundidade e condições de acesso, além disso, tal empreendimento traria maior desenvolvimento e valorização para o local. O projeto foi desenvolvido baseado na norma técnica NBR 15450:2006 referente à acessibilidade de passageiros no sistema de transporte aquaviário.
