To this end, we sought to provide a historical overview of the consumption of narcotics in societies; the international reaction to the fight against drugs; Brazil's dichotomous positioning in the formulation of its legislation and the impacts generated after Law 11.343/2006; prevention and assistance actions within the framework of harm reduction; the increase in therapeutic communities; the application of preventive policies in the State of Pará. Then, a research was carried out under the deductive approach in conjunction with bibliographic and documentary research. In view of this, the return of the concept of abstinence was identified as the norm of drug policy, the increase in investments by therapeutic communities, instead of investments in existing assistance policies, and the precariousness of the assistance network in Pará, either due to the lack of trained professionals. or specialized centers. A presente pesquisa busca debater sobre a aplicação da política de prevenção do uso indevido, atenção e reinserção social de usuários e dependentes de drogas no âmbito nacional e estadual. Realizou-se, então, uma pesquisa sob a abordagem dedutiva em conjunto com a pesquisa bibliográfica e documental. Em um primeiro momento buscou-se fazer um panorama histórico do consumo de drogas nas sociedades, discutir a reação internacional frente ao combate às drogas e o posicionamento dicotômico do Brasil na formulação de sua legislação. Em um segundo momento discutiu-se os impactos gerados pós Lei 11.343/2006 e as ações de prevenção e assistência no marco da redução de danos, em especial o aumento das comunidades terapêuticas. Por fim, abordou-se a aplicação de políticas preventivas no Brasil e no Estado do Pará. Diante disso, identificou-se o retorno do conceito de abstinência como norte da política de drogas, o aumento nos investimentos das comunidades terapêuticas, invés de investimentos em políticas assistenciais já existentes, e a precariedade da rede assistencial no Pará seja pela falta de profissionais capacitados ou centros especializados. 2022-11-24T12:57:42Z 2022-11-24T12:57:42Z 2020-08-26 Trabalho de Conclusão de Curso - Graduação RIBEIRO, Victor Assunção.
