In 2006, there was a change in the Brazilian legal system, with regard to the treatment given to crimes of domestic violence. Law No. 11,340/2006, known as the Maria da Penha Law, introduced changes into the Brazilian legal system that gave stricter treat ment to crimes of domestic violence. From then onwards, protection mechanisms were introduced to prevent the aggressor from committing this crime, such as protective measures. In addition to this crime, it is no longer considered to be of lesser offensive potential, having one of its aspects as a qualifier for the crime of homicide, thus ensur ing, over the years, an evolution in legislation that refers to the protection of women. It happens that many times, there are no witnesses or traces of the violence suffered by the victim, as a large part of this type of occurrence takes place within the home, mak ing it difficult for witnesses to exist. Allied to this, we have the various factors that make it difficult for women victims of domestic violence to report their aggressors, many still depend on their tormentors financially and emotionally. The present work sought to analyze the reasons why the Maria da Penha Law, even though it is one of the three most complete laws in the treatment of domestic violence, has not had the expected effectiveness. Therefore, the history of crimes of domestic violence and the implemen tation of Law No. 11,340/2006 and its main changes in the legal system, the institute of protective measures and the evidence were studied. Then, the study was directed to the lack of effectiveness of the Law, analyzing the reasons that lead women not to seek adequate help. Finally, the Maria da Penha Patrol Project was analyzed as one of the necessary policies for humanized care for these victims, ensuring their protection and seeking to understand what victims assisted by this project face daily.
