In the last years there were relevant modifications in the framework of laws regarding land occupation throughout the country. These changes intensely impact the dynamics of land market and landscape modifications in the Amazon, in a context of acceleration of land privatization in this region, specially after 2016. This new predicament of potential warming of land market needs to be investigated, considering the social and environmental impacts. For this purpose, this study proposes to assess the changes in legislation regarding land property regulations and its potential influence on the emancipation of rural settlements in the Amazon, through documental research, adopting explanative and descriptive approaches and using a qualitative threaten. Data were obtained through Sistema de Informações de Projetos de Reforma Agrária (SIPRA) composing 2.485 rural settlements created between 1981 and 2018 occupying a 21.528.406.98 hectares area, according to the Law numer 13.465 (2017) which declares that settlement older than 15 years should be emancipated. This emancipation defines its self-sufficiency, i.e.: it has to be able to maintain itself without a whole framework of public policies for development. According to this law 1.752 rural settlements would have to be emancipated. |
