As of 2024, public administration bodies and entities are required to exclusively adopt the New Law on Public Procurement and Contracts (Law No. 14,133/2021), which repealed previous legislation and imposed new challenges for the adaptation of public bodies. This article aims to analyze the influence of behavioral theory on the adaptation of the City Hall of Itaúna/MG to the new legislation. To this end, structured interviews were conducted with three city hall employees. The results revealed that, despite the efforts directed at implementing the new law, considerable obstacles persisted, such as work overload, lack of specific technical training, lack of management support, and resistance to change on the part of employees. In addition, recognition emerges as an essential element for employee motivation. |
