Therefore was realized a study about the concept of human development to extend the questions related to what can promote the human development.Was also made a study about one the calculation methodology of IDH to check the variables that are used in the model.besides that, was realized a study about the concept of public policy and a study socioeconomic of the municipality since your creation for check the performance of the economy and investigate wich public policies were applied in the municipality during the period. For being a municipality with a strong indigenous population concetration was realized an analysis about the concept of pre-capitalist communities to understand wich are the activities and the culture of non-monetized communities.The data used to the analyses were extracted from IBGE, secretary of planning the state of Roraima (SEPLAN) and atlas of human development in Brazil that made it easier the analyses of the condutions of human development in the municipality, in order to demonstrate the level of evolution of the index and compare the level municipal with the state and national.With that it was possible to check that even with a positive variation of the dimensions over the period, the longevity was the only on that stood out having a result considered low wich contributes for the low and result of the IDH-M.One this, the hypothesis was deconstructed, because only public policies would not solve the problems of the municipality is in a situation.Where part of your population still lives in a pre-capitalist system,where the income and the common education in the capitalisty system not part of the daily of this parcel of countius,therewith,it was clear that the cultural factor weighed in the result of the index and was checked that the IDH isn't still the methodo most aporopriate to measure the level well-being this municipality, because for the most part of these individuals these variables used in the calculation of the index aren't still the priorities in the daily life this population. Este trabalho analisou o Índice de Desenvolvimento Humano do Município de Amajari-Roraima entre 1991 a 2010, e teve como objetivo verificar os motivos do baixo índice do IDH-M, pois o município não conseguiu atingir um bom desempenho ao longo da série histórica divulgada pelo Programa das Nações Unidas para o Desenvolvimento (PNUD), cuja última publicação foi em 2013. Pelo fato do município ter ficado entre os piores no ranking do IDH-M no Brasil, foi lançada a hipótese de que as políticas públicas relacionadas à renda, saúde e educação foram incapazes de resolver o problema do baixo desenvolvimento humano do município de Amajari- Roraima entre 1991 e 2010, devido as peculiaridades sociais do município.Para isso, foi realizado um estudo sobre o conceito de desenvolvimento humano. Além disso, foi realizado um estudo sobre o conceito de políticas públicas e uma análise socioeconômica do município desde a sua criação para verificar o desempenho da economia e investigar quais políticas públicas foram aplicadas no município durante o período. Por se tratar de um município com forte concentração populacional indígena o conceito de comunidades pré-capitalistas foi estudado para entender quais são as atividades e a cultura de comunidades não monetizadas. Os dados utilizados para a análise foram extraídos do IBGE, Secretaria de Planejamento do estado de Roraima (SEPLAN) e do Altas do Desenvolvimento Humano no Brasil, que facilitou a análise das condições do desenvolvimento humano no município, a fim de demonstrar qual o nível de evolução do índice e comparar o nível municipal com o estadual e nacional. Com isso foi possível verificar que mesmo com uma variação positiva das dimensões ao longo do período, a Longevidade foi a única que se destacou tendo um resultado considerado alto, já a Renda e Educação não tiveram sucesso ficando com um resultado considerado baixo, o que contribuiu para o baixo resultado final do ÍDH-M. Diante disso, a hipótese lançada foi aceita para a dimensão longevidade, que teve um bom resultado e rejeitada para as dimensões educação e renda, pois nesses dois últimos, as políticas públicas não resolvem os problemas do baixo resultado desses índices, pelo fato do município se encontrar numa situação onde parte da sua população vive num sistema pré-capitalista, onde a renda e a educação comum no sistema capitalista não são as principais prioridades dessa parcela da população. Com isso, ficou claro que o fator cultural pesou no resultado do índice e foi verificado que o IDH ainda não é o método mais adequado para medir o nível de bem-estar desse município, pois para grande parte desses indivíduos, essas variáveis utilizadas no cálculo do índice ainda não são prioridades no cotidiano dessa população.
