To do so, we will reflect on the history of national and regional politics beginning in 1980, in order to outline the continuity of the patrimonialism logic in Brazilian politics. We will seek to understand the alliance between the Executive and the Legislative in Roraima, as well as their articulation to divert the federal public funds and, with this, to know the aspects of patrimonialism demonstrated by the case of corruption of the "locust". Then, we will analyze the phenomenon of corruption under a conceptual patrimonial view, as one of the procedural of this phenomenon in the local political making, developed in the public space by elected representatives of the political system of Roraima. Seeking to perceive the overlap between private interest and public interest. Esta dissertação se propõe a analisar a estrutura de funcionamento do esquema de corrupção dos “gafanhotos”, ocorrido no estado de Roraima entre 1998 e 2002, referente ao desvio de recursos públicos federais da Folha de Pagamento de servidores estaduais, como resultante de uma prática política embasada pelo fenômeno do patrimonialismo. Para tanto, refletiremos sobre a história da política nacional e regional a partir de 1980, visando esboçar o continuísmo da lógica patrimonialista na política brasileira. Buscaremos compreender a relação de aliança entre o Executivo e o Legislativo em Roraima, bem como a sua articulação para desviar as verbas públicas federais e, com isso, conhecer os aspectos do patrimonialismo demonstrado pelo caso de corrupção dos “gafanhotos”. Então, analisaremos o fenômeno da corrupção sob ótica conceitual patrimonial, entendo-a como uma das procedimentalização deste fenômeno no fazer político local, desenvolvido no espaço público por representes eleitos do sistema político de Roraima.
