From this perspective, the present study has as general objective to analyze how legal and institutional regulations function as inclusive strategies in higher education, considering the use of Assistive Technologies (TA) in view of the accessibility and permanence practices of students with disabilities at the Federal University of Roraima (UFRR), the Federal Institute of Roraima (IFRR) and the State University of Roraima (UERR). For this, methodologically, this is a qualitative study, of descriptive documentary nature, which has as locus: the Federal University of Roraima, the Federal Institute of Roraima and the State University of Roraima (Boa Vista/Roraima). The research has as research field, the documents that compose the regulations of the HEI under study to enter, from the discourse analysis, in the concepts and types of Assistive Technologies and their implications in the spaces of learning and in conditions of accessibility and permanence of PAEE students until the completion of their training courses. It was possible to observe that it is through access to knowledge, through exchanges of ideas and social interaction that institutions implement actions in order to make higher education an increasingly democratic space and accessible to all. A educação inclusiva, baseada nos direitos humanos sob princípios de igualdade e equidade, tem posto em discussão o processo de formação das pessoas público-alvo da Educação Especial (PAEE) em ambientes educacionais em todos os níveis e modalidades de ensino, e nesse contexto, suscita-me pensar, dentre outras questões, o uso das Tecnologias Assistivas como prática de acesso e permanência desses sujeitos no ensino superior em Instituições Públicas. Nessa ótica, o presente estudo tem como objetivo geral analisar como as normativas legais e institucionais, funcionam como estratégias inclusivas no ensino superior, considerando o uso das Tecnologias Assistivas (TA) face às práticas de acessibilidade e de permanência de acadêmicos com deficiência na Universidade Federal de Roraima (UFRR), no Instituto Federal de Roraima (IFRR) e na Universidade Estadual de Roraima (UERR). Para isso, metodologicamente, trata-se de um estudo qualitativo, de cunho documental descritivo, que tem como lócus: a Universidade Federal de Roraima, o Instituto Federal de Roraima e a Universidade Estadual de Roraima (Boa Vista/Roraima). A pesquisa tem como campo de pesquisa, os documentos que compõem as normativas das IES em estudo para adentrar, a partir da análise discurso, nos conceitos e tipos de Tecnologias Assistivas e suas implicações nos espaços de aprendizagem e em condições de acessibilidade e permanência dos alunos PAEE até a conclusão de seus cursos de formação. Foi possível constatar que é por meio do acesso ao conhecimento, pelas trocas de ideias e interação social que as instituições implementam ações a fim de tornar o ensino superior um espaço cada vez mais democrático e acessível a todos.
