Onde a mesma se constitui em um polo econômico e regional da porção sul do estado, região adjetivada como Sulmaranhense. As atividades terciárias são a base da dinâmica socioeconômica da cidade, onde sua estruturação ocorreu principalmente a partir de 1950 no contexto de expansão das cidades médias do país. Assim sendo, empenha-se em refletir sobre os principais conceitos referentes à temática do planejamento e gestão urbana, bem como a função e importância do plano diretor como ferramenta importante na gestão dos municípios. A metodologia pautou-se na realização de uma revisão bibliográfica, com a utilização da análise documental. Neste percurso, trabalhou-se com o plano diretor de Imperatriz revisado em 2018, o qual se apresenta, no contexto da cidade, como uma ferramenta desenvolvida com a participação popular, uma vez que é a principal beneficiada com a presença deste instrumento na gestão do município. The research expresses the concern to study the theme of urban planning linked to spatial organization, with a view to this process in Imperatriz/MA, the second largest municipality in the state of Maranhão. Where it constitutes an economic and regional hub in the southern portion of the state, a region known as Sulmaranhense. Tertiary activities are the basis of the city's socioeconomic dynamics, where its structuring took place mainly from 1950 onwards, in the context of the expansion of medium-sized cities in the country. Therefore, it strives to reflect on the main concepts related to the theme of urban planning and management, as well as the role and importance of the master plan as an important tool in the management of municipalities. The methodology was based on conducting a literature review, using document analysis. In this path, the Empress's master plan, revised in 2018, was worked on, which is presented, in the context of the city, as a tool developed with popular participation, since it is the main beneficiary of the presence of this instrument in the management of the County.
