This work, with the theme Teaching System and Education Plans, has the objective of analyzing perspectives and contradictions of National and Municipal Education Plans in the State of Tocantins for the process of effective institutionalization of the National Education System (SNE in Portuguese) and for the definition of public policies and the management of education. The research presents the epistemological approach of historical-dialectical materialism, a qualitative approach, with information collected through bibliographical and documented research. The results reiterate the necessary and direct relationship between the national and municipal education plans, the effective institutionalization movement of the SNE, the definition of public policies for education and its management, - the plans being one of the articulating elements of this movement; reveal the movement of private education systems inserted in the disputes in terms of conceptions and alteration of the notion of system in the field of education; and defend the importance of monitoring and evaluation of SMEs in the State of Tocantins, with a view to the implementation of the PNE and the effective institutionalization of the SNE. However, it highlights a current scenario whose intentions in dispute hinder this movement that requires consistency and continuity in educational management. |
