The research presents the epistemological approach of historical-dialectical materialism, a qualitative approach, with information collected through bibliographical and documented research. The results reiterate the necessary and direct relationship between the national and municipal education plans, the effective institutionalization movement of the SNE, the definition of public policies for education and its management, - the plans being one of the articulating elements of this movement; reveal the movement of private education systems inserted in the disputes in terms of conceptions and alteration of the notion of system in the field of education; and defend the importance of monitoring and evaluation of SMEs in the State of Tocantins, with a view to the implementation of the PNE and the effective institutionalization of the SNE. However, it highlights a current scenario whose intentions in dispute hinder this movement that requires consistency and continuity in educational management. Este trabalho, com o tema sistema de ensino e planos de educação, tem por objetivo analisar perspectivas e contradições dos Planos Nacional e Municipais de Educação no Estado do Tocantins para o processo de institucionalização efetiva do Sistema Nacional de Educação (SNE) e para a definição das políticas públicas e a gestão da educação. A pesquisa apresenta o enfoque epistemológico do materialismo histórico-dialético, uma abordagem qualitativa, com informações coletadas por meio de revisão bibliográfica e pesquisa documental. Os resultados reiteram a necessária e direta relação entre os planos de educação nacional e municipais, o movimento de institucionalização efetiva do SNE, a definição de políticas públicas para a educação e sua gestão, sendo os planos um dos elementos articuladores deste movimento; desvelam o movimento dos sistemas privados de ensino inseridos nas disputas em termos de concepções e alteração da noção de sistema no campo da educação; e defendem a importância do monitoramento e da avaliação dos PME no Estado do Tocantins, com vistas à implementação do PNE e a institucionalização efetiva do SNE.
