Date collection was qualitative in nature. Field research was carried out through participant observation at Council meetings, semi-structured interviews, questionnaire application and meeting minutes analysis. A study was carried out between May 24, 2016 and November 27, 2018. The results indicate that the Council is not able to interfere in the allocation of public funds, and that the most discussed issues at the meetings are the Statute of the Rights of the Child , Adolescents and Elders and the approval of the State Human Rights Plan. There is a potential of CEDDH-TO for social management, as well as the need for improvement in all aspects so that the experience can strengthen the Council and consolidate it in the public sphere as an adequate space for social management. A participação da sociedade civil organizada na esfera pública avançou com novas propostas e modelos inovadores de desenvolvimento. Esta dissertação trata justamente dessa participação quando analisa a gestão social no Conselho Estadual de Defesa dos Direitos Humanos (CEDDH-TO), discute o funcionamento do Conselho, identifica as características da gestão social e aborda a participação no Conselho. A coleta dos dados foi de natureza qualitativa. A pesquisa de campo foi realizada através da observação participante em reuniões do Conselho, realização de entrevistas semiestruturadas, aplicação de questionários e análise de atas de reuniões. Para tanto, realizou-se um estudo durante 24 de maio de 2016 a 27 de novembro de 2018. Os resultados apontam que o Conselho não consegue interferir na destinação de verbas públicas e que os assuntos mais discutidos nos encontros é o Estatuto dos Direitos da Criança, Adolescentes e Idosos e a aprovação do Plano Estadual dos Direitos Humanos. Há potencialidades do CEDDH-TO para a gestão social, bem como necessidade de melhoria em todos os aspectos para que a experiência possa fortalecer o Conselho e ele se consolidar na esfera pública como um espaço adequado para a gestão social. 2019-05-08T11:42:52Z 2019-05-08T11:42:52Z 2019-03-20 Dissertação PANDA, Aires Paulo Pedro.
