Created in 2009, the ProEMI's Innovative Higher Education Program, a program implemented by the Ministry of Education, aims to offer technical and financial support to Brazilian public secondary schools, aiming at autonomy in the elaboration of their curricula, in an integrated, participative way and innovative, in order to promote the improvement of the indices in this educational segment. Therefore, after ten years of its implementation, it is necessary to evaluate the actions of ProEMI, as Public Educational Policy. Thus, in order to evaluate the contributions of ProEMI at the Frederico José Pedreira Neto State School, in Palmas, Tocantins, since its implementation in 2014 until 2018, the present research of a qualitative approach was developed. Procedures for exploratory research, documentary analysis and semi-structured interviews with teachers and program coordinators were used to collect data needed to build the Logical Framework - MML, a methodology used by bodies such as the Federal Audit Office (TCU) to monitor and evaluate policies in the country. From the first analyzes, it was possible to perceive that the program still faces barriers that impede its implementation in an effective way, even in the face of all the efforts of teachers and coordinators. It was possible to verify that the ProEMI needs better monitoring and evaluation in order to make necessary adjustments to its development, since difficulties were found to evaluate the program, starting from the Logical Framework, mainly due to the lack of qualitative data and its predominantly quantitative character. Thus, as a product of the present research, a methodological proposal was designed to monitor and evaluate this educational program, taking into account its specificities and local context. This may be applied in other schools that have joined the program or others, coming from public educational policies in Tocantins, and serve as an instrument in decision making by public management.
