Resumo:
The research to analyze strategies of cultural management adopted in the city of Palmas - Tocantins, observing the administrative, social and economic effects of adoption of public policies linked to Creative Economy as a catalyst for local development. Starting from a further theoretical study that addresses functional and anthropological of culture before conception of integral development, the study goes further in a bibliographical and documentary investigation about the Creative Economy, revealing its concept, historical context of emergence, typologies and appropriation by the instruments of public policy planning. Then, the work approximates the theoretical framework analyzed to reality of Palmas, gaining space and importance to the observation of cultural management in capital of Tocantins, its principles, investments and legal instruments, contextualizing the approach through analysis of specific public policy: Taquaruçu’s Gastronomic Festival and its impact on development of that district. Finally, the study condenses the perceptions obtained by means of bibliographical and documentary sources and identifies a statistical snapshot that reveals the city of Palmas-TO as belonging to a prominent position with respect to the human development in the north of Brazil, a fact evidenced by means indicators such as HID (UNDP) and IDECULT (IPEA). Thus, in the face of the data analyzed, the research concludes that by the existence of a direct relationship between adoption of public policies linked to the Creative Economy and improvement of living conditions of populations that they reached, a fact that elevates this model of economy to the category of paradigm of development to be replicated by the whole public administration and requires government efforts to improve management of its policies, promoting use of intangible assets that respect cultural diversity, boost sustainability and encourage creativity and economic growth.
