This study aims to analyze the public policies for the cooperativism in the state of Tocantins,
established by the Secretariat of Agriculture and Livestock in the period from January 1 of
1989 until the approval of the law of cooperatives on June 11 of 2012. The specific objectives
were: 1) Present and discuss the main historical facts and identify the actors directly involved
in the debate process for the emancipation of the northern Goiás and the creation of the State
of Tocantins, from 1765 to 1988; 2) Study the historical process and the transition process of
the cooperativism in Goiás to the State of Tocantins, in the period from January 1 until
September 1 of 1989; 3) Investigate the processes of discussion and implementation of public
policies for cooperatives by the State of Tocantins, through the Secretariat of Agriculture and
Livestock; 4) Evaluate the public policies for the cooperativism in Tocantins, by measuring its
qualitative performance, using the criteria of efficiency, efficacy, effectiveness and impact..
As a conclusion, we noted that the questions of strategic nature used in the in the process of
formulation, implementation and execution of public policies are intrinsic to the political and
ideological profile of the actors involved in the temporal government actions.
