This is sought through a descriptive exploratory study, in which priority was given to the speeches of subjects learners who experience the program. Data collection used bibliographic and documentary research and the application of questionnaires with semi-open and open questions, with all members apprentices Programme in SENAI-TO Palmas Unit. Data analysis was performed using the Content Analysis (BARDIN, 2011), in his "theme" mode. The results consider that in general the program can be classified to the level of "medium high" in promoting access to social opportunities, but this classification is not unanimous in all categories surveyed. The promotion of such access has different variations of degree of occurrence ranging from the very high degree to the very low level of presence and / contribution. Given the results, you can infer that the PJA is a program that promotes access to social opportunity and helps to develop and enhance the skills necessary to access the goods necessary for survival and lead the life they consider worth living. Also plays / develops an instrumental role in expanding capacity in generating social change. As can be seen as contributing in the promotion and expansion of instrumental freedoms that constitute and promote human development, which is to SEN (2010), the key factor for the development of a nation. Esta pesquisa analisa o acesso às oportunidades sociais dos jovens participantes do “Programa Jovem Aprendiz”, realizado no SENAI-TO, e busca averiguar em que medida o Programa Jovem Aprendiz promove o acesso e a ampliação de oportunidades sociais a seus beneficiários durante a execução do programa. Isso foi buscado por meio de um estudo descritivo-exploratório, em que foram priorizadas as falas dos sujeitos aprendizes que vivenciam o Programa. A coleta de dados usou pesquisa bibliográfica e documental, bem como a aplicação de questionários com questões semiabertas e abertas, com todos os aprendizes integrantes do Programa na Unidade Palmas do SENAI-TO. A análise dos dados foi realizada por meio da Análise de Conteúdo (BARDIN, 2011), em sua modalidade “temática”. Os resultados permitiram considerar que, de forma geral, o Programa pode ser classificado com o grau de “médio alto” na promoção do acesso às oportunidades sociais, mas essa classificação não é uma unanimidade em todas as categorias pesquisadas. A promoção desse acesso possui variações diferentes de graus de ocorrência, as quais variam desde o grau muito elevado até o grau muito baixo de presença e/contribuição. Diante dos resultados, é possível inferir que o PJA é um programa que promove o acesso às oportunidades sociais e contribui para desenvolver e aumentar as capacidades necessárias para se acessar os bens necessários à subsistência e a levar a vida que os jovens consideram digna de se viver. Também exerce/desenvolve um papel instrumental da expansão de capacidades na geração de mudança social.
