Objective: To analyze the literature on continuing education, permanent health and meaningful learning: perspectives for qualification in primary care in Brazil. Method: Narrative literature review, and free text writing, performed in the database of the platforms Pubmed, Medline, Lilacs, Google Scholar, Scielo Medline and PeDro, published from 2000 to 2019. The following keywords were used: : continuing education; meaningful learning, qualification in primary care. Results: The problematizing conception was highlighted as a contribution to educational actions, indicating a conceptual advance on permanent education in Brazil. However, the continuing education actions sometimes happen disjointed from the work process. There are difficulties of understanding and application, with repercussions on health services, revealing the challenge of the commitment of professionals and managers. Implications for practice: Continuing education is a field that needs investment, aiming at the transformation of reality in the daily health services in Brazil.
