It is expected, in general, the results of this research contribute to the debate for conducting Participatory Master Plans and revisions with effective participation of the population, seeking the fulfillment of the criteria of Deliberative Citizenship and Social Management. Specifically, has the objective of this work can awaken the city as a whole; civil society, the government and the market, the importance and consequences of having a master plan prepared in a participatory manner. is expected to contribute to the reflection on the path that was trodden and to prepare properly for the review to be held in the year 2017. Thus, from the results, you can check what was appropriate, and the that was not, in terms of participation and on this basis can better prepare for the next participatory processes. What was appropriate should be maintained and enhanced and that was not to be analyzed and seek to identify the flaws and correct them to improve the process. As literature review studies were performed on Citizenship, Social Management, Public Policy and on Participative Master Plan. This research is inserted in the search line "society, public policy and regional development", the Graduate Program Master of Regional Development of the Federal University of Tocantins (UFT). The methodology used was the case study and the technical data collection were documentary research and semi-structured interviews totaling the number of eleven, bounded by saturation. representatives were interviewed civil society, the government and the market. For data analysis, we used the content analysis proposed by Bardin (2011). The results indicate that there was a moderate level of social management during the preparation of a management plan which Bambuí - MG, but it turns out that you can improve a lot these participatory processes and pathways are aimed to achieve improvements. Esta dissertação buscou analisar a participação na elaboração do Plano Diretor Participativo de Bambuí – MG, a partir das categorias da Cidadania Deliberativa e seus critérios de análise, relacionando-os com as características e categorias teóricas da Gestão Social. Espera-se, de forma geral, que os resultados desta pesquisa, contribuam para o debate visando a realização de Planos Diretores Participativos e suas revisões com efetiva participação da população, buscando o atendimento dos critérios da Cidadania Deliberativa e da Gestão Social. Especificamente, tem se o objetivo de que este trabalho possa despertar no município como um todo; a Sociedade Civil, o Poder Público e o Mercado, para a importância e consequências de se ter um Plano Diretor elaborado de forma participativa. Espera-se que possa contribuir para a reflexão sobre o caminho que foi trilhado e para a preparar adequadamente para a revisão que deverá ser realizada no ano de 2017. Assim, a partir dos resultados, pode-se verificar o que foi adequado, e o que não foi, em termos de participação e com base nisto poder preparar melhor para os próximos processos participativos. O que foi adequado deve ser mantido e incrementado e o que não foi deve ser analisado e procurar identificar as falhas e saná-las, para a melhoria do processo. Como revisão de literatura foram realizados estudos sobre Cidadania, Gestão Social, Política Pública e sobre Plano Diretor Participativo. Esta pesquisa está inserida na linha de pesquisa “Sociedade, políticas públicas e desenvolvimento regional”, do Programa de Pós-Graduação Mestrado em Desenvolvimento Regional da Universidade Federal do Tocantins (UFT). A metodologia utilizada foi o estudo de caso e as técnicas de coleta de dados foram a pesquisa documental e entrevistas semiestruturadas que totalizaram o número de onze, delimitadas por saturação. Foram entrevistados representantes da Sociedade Civil, do Poder Público e do Mercado. Para a análise dos dados, utilizou-se a análise de conteúdo proposta por Bardin (2011).
