This is a qualitative theoretical study, with a phenomenological approach. The chosen methodology was the documentary study. The theoretical framework of the study seeks to outline public policies for the care of the elderly, during the COVID-19 pandemic focusing on Palmas, Tocantins, we also use the CAPES / MEC journals portal. Four specific objectives have been proposed. The first objective was to identify public policies and their respective actions to attend to the rights of the elderly in Palmas- TO in times of Covid-19 pandemic. The second, to verify the actions developed by the Municipality of Palmas, in relation to the fulfillment of the rights of the elderly, especially in times of pandemic of COVID-19. The third, to identify the effects of public policy actions in the scope of social assistance in the Municipality of Palmas’ during the period of the corona virus pandemic (Covid-19). And the fourth, present the actions of the UMAnizando Project, developed by the University of Maturity. In order to meet the objectives of the study, we take as a reference the use of the following documents: Inter-American Convention on the Protection of the Human Rights of the Elderly (IACHRP); 1988 Constitution of the Federative Republic of Brazil (CRFB); Law 10,741 of 2003, known as the statute for the elderly; Law No. 8,842 of 1994, which implements the National Policy for the Elderly (PNI); Municipal law No. 1,888 of 2012, which deals with the municipal policy of care and support for the elderly, in the municipality of Palmas, TO. Concomitant with the authors that deal with human aging, the discussions about the actions that the Municipal Health and Social Assistance Department, and the University of Maturity carry out and their social and educational assistance. In general, care in the municipality of Palmas still leaves something to be desired, with regard to specific care for the elderly, whether in health or social assistance, we still have a lot to progress. The University of Maturity, which is an extension project of the Federal University of Tocantins, has carried out its public and social policy actions focused on the elderly. Since UMA offers and promotes education and social actions that add quality of life to the elderly. The work done by UMA transcends of educational, drops all the walls of impossibilities and makes the elderly be an event study of valuation of citizenship action, prestigious. Currently, it develops educational meetings online. Este estudo de dissertação teve por objetivo geral, verificar as ações de políticas públicas para garantia de atendimento aos direitos dos velhos, em tempos de pandemia do Covid19, no Município de Palmas, TO. Trata-se de um estudo teórico qualitativo, com abordagem fenomenológica. A metodologia escolhida foi o estudo documental. O referencial teórico do estudo busca delinear as políticas públicas de atendimento ao direito do velho, por ocasião da pandemia do COVID-19 com enfoque em Palmas, Tocantins, utilizamos também o portal de periódicos da CAPES/MEC. Foram propostos quatro objetivos específicos. O primeiro objetivo consistiu em identificar as políticas públicas e suas respectivas ações de atendimento aos direitos dos velhos em PalmasTO em tempos de pandemia do Covid-19. O segundo, verificar as ações desenvolvidas pelo Município de Palmas, em relação ao atendimento dos direitos dos velhos, especialmente, em tempos de pandemia do COVID-19. O terceiro, identificar os efeitos das ações de políticas públicas, no âmbito da assistência social no Município de Palmas no período de pandemia de coronavírus (Covid-19). E o quarto, apresentar as ações do Projeto UMAnizando, desenvolvido pela Universidade da Maturidade. Visando atender os objetivos do estudo, tomamos como referência a utilização dos seguintes documentos: Convenção Interamericana sobre a Proteção dos Direitos Humanos da Pessoa Idosa (CIDHPI); Constituição da República Federativa do Brasil de 1988 (CRFB); A lei 10.741 de 2003, conhecido como estatuto do idoso; A lei Nº. 8.842 de 1994, que implementa a Política Nacional do Idoso (PNI); A lei municipal nº 1.888 de 2012, que trata da política municipal de atendimento e amparo ao idoso, no município de Palmas, TO. Concomitante aos autores que tratam sobre o envelhecimento humano, as discussões sobre as ações que a Secretaria Municipal de Saúde e Assistência Social, e a Universidade da Maturidade realizam e seu atendimento social e educacional. De maneira geral, o atendimento no município de Palmas ainda deixa a desejar, no que se refere ao atendimento específico aos velhos, seja na saúde ou na assistência social, muito ainda temos para avançar. A Universidade da Maturidade, que é um projeto de extensão da Universidade Federal do Tocantins, tem executado suas ações de políticas públicas e sociais focadas na pessoa idosa. A UMA oferta e promove educação e ações sociais que agregam qualidade de vida aos velhos. O trabalho realizado pela UMA ultrapassa o educacional, e faz do estar velho um evento de estudo de valoração de ação de cidadania, prestigioso. A Universidade da Maturidade há anos promove educação para os velhos que tem resultado em acadêmicos atuantes, politizados e participativos na comunidade local.
