It is considered in this thesis that water is one of the most important Resources of Common Use of our planet. Thus, it is understood that a collective space that deals with such a relevant Resource of Common Use should have its management subjected to Social Control implemented via Social Management, in line with its theoretical category of Interest Well Understood. Thus, our general objective is to understand and discuss, based on the analysis framework constructed, what impact a Hydrographic Basin Committee has on water management from the perspective of the concept of Social Control implemented via Social Management. To this end, we chose a case study: the Lake Palmas Hydrographic Basin Committee, located in the state of Tocantins, Brazil. For this analysis, a semi-structured interview with government officials, water users, and the organized civil society was carried out besides the analysis of the Committee’s official documents and of government data, plus direct on-site observation. The collected data were evaluated using the content analysis method and systematized into eight categories: popular sovereignty aimed at the common good; transparency; social participation; social control tools; public sphere; negative dialectic; interest well understood and emancipation. Based on this proposed theoretical framework, the categories were explored within the scope of the management actions performed by the Lake Palmas Hydrographic Basin Committee. The survey results seem to indicate that some members of this Committee, when reflecting on water as a Resources of Common Use, came to understand that it could be subjected to Society's Control over State Actions via Social Management. However, in effective terms of actions performed by the referred Committee, the data pointed out by the respondents indicate that such Committee, as a collective decisionmaking body related to the management of a Resource of Common Use, until then, had not been fully performing (effectively) Management subjected to Social Control implemented via Social Management. Esta tese explora algumas das possíveis relações entre Controle Social e Gestão Social no âmbito da Governança Hídrica, e pretende contribuir para a ampliação das perspectivas teóricas do conceito do Interesse Bem Compreendido. Considera-se no escopo desta tese que a água é o Recurso de Uso Comum – RUC mais importante do nosso planeta. Desta forma, entende-se que um espaço coletivo que trata de um RUC de tamanha relevância deveria ter sua gestão sujeita ao Controle Social implementado via Gestão Social, alinhada com sua categoria teórica do Interesse Bem Compreendido. Para tanto, tem-se como objetivo geral compreender e discutir com base no quadro de análise construído, qual o papel que um Comitê de Bacia Hidrográfica produz na gestão da água, sob a ótica do conceito do Controle Social implementado via Gestão Social. Para tanto, foi escolhido um caso para estudo: o Comitê de Bacia Hidrográfica do Lago de Palmas, localizada no estado do Tocantins, Brasil. Para esta análise, foi utilizada a entrevista semiestruturada com atores do Poder Público, usuários da água, sociedade civil organizada; análise dos documentos oficiais do Comitê; análise de dados do governo e observação direta in loco. Os dados coletados foram avaliados por meio do método da análise de conteúdo e sistematizados em oito categorias: soberania popular voltada para o bem comum; transparência; participação social; ferramentas de controle social; esfera pública; dialética negativa; interesse bem compreendido e emancipação. A partir desse quadro teórico proposto, exploraram-se essas categorias no âmbito das ações de gestão desempenhadas pelo Comitê de Bacia Hidrográfica do Lago de Palmas. Os resultados da pesquisa parecem indicar que alguns membros desse Comitê, ao refletirem sobre a água enquanto um RUC, entendem que ela poderia estar sujeita ao Controle da Sociedade sobre as Ações do Estado via Gestão Social. Entretanto, em termos efetivos de ações desempenhadas pelo referido Comitê, os dados apontados pelos respondentes indicam que este, enquanto uma instância de tomada de decisão coletiva relacionada à gestão de um RUC, até então, não vinha desempenhando de modo pleno (efetivo) uma Gestão sujeita ao Controle Social implementado via Gestão Social. 2021-03-02T14:36:53Z 2021-03-02T14:36:53Z 2020-09-29 SILVA, Fernanda Rodrigues da .
