This work aims to analyze the management of the Union's Voluntary Transfers, based on the
performance of the projects carried out by the City of Palmas in the period from 2013 to 2018.
For this purpose, the identification, from the available literature, of the elements that
contributed to success or hampered the execution of project management processes. There
were researches that relate practical experiences in the use of indicators and methodologies
with applicability in Public Administration. As a research method, a case study was carried
out, with a descriptive approach and applied purpose, combining documentary research with
quantitative and qualitative strategies. 35 projects were analyzed, plus the application of 58
questionnaires and 02 interviews with professionals working in the technical and management
areas of the federated entities. The systematized data, using the SPSS software, made use of
descriptive statistics with cross-tabulation and content analysis. The results found reveal that
the management of voluntary transfers in the municipality has considerable levels of delay,
little efficiency and effectiveness. Despite this, it remains to be seen that the municipality
achieved a progressive growth from 57.34 (2018) to 66.89 (2019) in the General Index of
Voluntary Transfers of the Union - IDTRV exceeding the Brazilian municipal average of
63.73 (2018) |
