Linked to the State, Society and Educational Practices Research Line of the Graduate
Program in Education at the Federal University of Tocantins, the Dissertation addresses
theoretical aspects that guide the discussions aimed at understanding public accountability
policies, particularly in education, challenging the panorama (s) and the form (s) of
accountability in this area, especially in state education in Tocantins. It aims to understand the
tension between the different perspectives of accountability, neoliberal and democratic, in the
educational reality in Tocantins through accountability policies. It is based on data and
information collected through bibliographic review and documentary research. The resulting
understanding of the research is based on a perspective that the use of accountability
instruments by public administrations should aim at democratizing the process and
implementing public policies aimed at improving the quality of education. However, from the
bibliographic review and documentary research with state education in Tocantins, the data
and information express a tension between these purposes and the neoliberal perspective, with
intentions of strategic management, especially with the large-scale evaluations used as
instruments of managerial accountability. The conclusions point to a tendency of
accountability in a managerial perspective, therefore, with accountability policies and
indicative of the use of the results measured in the evaluations more to the managerial
purpose. In this sense, large-scale assessments in Tocantins demonstrate a link between state
educational policies and the national reality. |
