Resumo:
Tourism is considered a cultural social phenomenon, which goes beyond an economic activity, the planning and public management of tourism are extremely important elements for the development of municipalities and countries. The objective of the research is to analyze if the Program of Regionalization of Tourism - Roteiros do Brasil became an enabler of social inclusion in the multiple case study of Palmas and Mateiros, destinations of the Tocantins state. The development of the research comprised areas of tourism public policies and social inclusion For the work the qualitative research was adopted, method of scientific investigation that focuses on the subjective character of the analyzed object. The research used collection techniques with methodological rigor, going through the documentary analysis of publications on the object of study and also on the Index of Municipal Human Development, Human Development Index, FIRJAN Municipal Development Index, who collaborated as social indicators and used the Brazilian Tourism Competitiveness Index to address specific issues of the target inductors studied. Therefore, from the paths covered and the triangulation of research data, it was observed that the limits of public tourism policies in Tocantins are numerous, which implies in the impossibility of verifying the real process of development of the PRT in the studied places.
