The objective of the research is to analyze if the Program of Regionalization of Tourism - Roteiros do Brasil became an enabler of social inclusion in the multiple case study of Palmas and Mateiros, destinations of the Tocantins state. The development of the research comprised areas of tourism public policies and social inclusion For the work the qualitative research was adopted, method of scientific investigation that focuses on the subjective character of the analyzed object. The research used collection techniques with methodological rigor, going through the documentary analysis of publications on the object of study and also on the Index of Municipal Human Development, Human Development Index, FIRJAN Municipal Development Index, who collaborated as social indicators and used the Brazilian Tourism Competitiveness Index to address specific issues of the target inductors studied. Therefore, from the paths covered and the triangulation of research data, it was observed that the limits of public tourism policies in Tocantins are numerous, which implies in the impossibility of verifying the real process of development of the PRT in the studied places. O turismo é considerado um fenômeno social e cultural, que vai além de uma atividade econômica, que movimenta a economia mundial, assim sendo, o planejamento e a gestão pública do turismo são elementos de suma importância para o desenvolvimento de municípios e países. O objetivo da pesquisa consiste em analisar se o Programa de Regionalização do Turismo - Roteiros do Brasil se tornou um possibilitador da inclusão social no estudo de caso múltiplo de Palmas e Mateiros, destinos indutores do estado Tocantins. O desenvolvimento da pesquisa compreendeu campos das políticas públicas de turismo e inclusão social. Para o trabalho adotou-se a pesquisa qualitativa, método de investigação científica que foca no caráter subjetivo do objeto analisado. A pesquisa utilizou técnicas de coleta com rigor metodológico, percorrendo a análise documental de publicações sobre o objeto de estudo e também versou sobre o Índice de Desenvolvimento Humano Municipal, Índice de Desenvolvimento Humano, Índice FIRJAN de Desenvolvimento Municipal, que colaboraram como indicadores sociais e utilizou o Índice de Competitividade do Turismo Brasileiro para tratar de questões específicas dos destinos indutores estudados.
