The phenomenon of terrorism is one of the biggest current concerns of the European Union. It
is known that this criminal activity is not unique to the 21st century, but the actions of terror
take shape over the years. In Europe, in particular, Jihadist terrorism is the biggest threat to
countries. The fact is that it is not only national measures that are needed to fight it. Thus,
security arrangements through governance are perceptible in the European bloc in order to
suppress terrorism. In this context, this paper studies the issues related to the current terrorist
threat and the European response, based on security governance. Moreover, it focuses on the
role of Europol in building a safer Europe in terms of terrorist threat. The aim of this paper is
to point out the existing relationship between Europol's actions and the decrease of terrorism.
To answer the research question, an applied and exploratory research is conducted through
qualitative analysis with inductive method. Furthermore, there is the exercise of case study on
the situation of terrorism in France. As a result of the research, this paper concludes that the
institution has a fundamental role, but different from the common notion of police action. In
other words, direct action through operations and strategies is not the only way in which
Europol's role is expressed in European security governance.
