What is at the heart of the class dispute is the public fund that has been increasingly captured by the bourgeoisie to finance the expanded accumulation of capital. The research has a qualitative approach, using the bibliographic research that supported the elements for the analysis. It was based on the Marxist theoretical perspective from the study of authors on the themes of the public fund, social security and social security. We conclude that the public deficit discourse is a set of ideas that support the privatization processes of social security towards its destruction. O Trabalho de Conclusão de Curso (TCC) intitulado “Discurso do déficit público e contrarreforma previdenciária” teve por objetivo geral analisar o papel do discurso do déficit público construído pela burguesia e seus aparelhos ideológicos para promover as contrarreformas da previdência social brasileira. O que está no centro da disputa de classe é o fundo público que tem sido cada vez mais capturado pela burguesia para financiar a acumulação ampliada do capital. A pesquisa é de abordagem qualitativa, utilizando a pesquisa bibliográfica que subsidiou os elementos para a análise. Se embasou na perspectiva teórica marxista a partir do estudo de autores e autoras acerca das temáticas do fundo público, da previdência e da seguridade social.
