This Master's Dissertation is linked to the State, Society and Educational Practices Line of the
Graduate Program in Education at the Federal University of Tocantins. Its theme is the
Collaboration Regime in education in Tocantins: a principle distorted by technical
cooperation. The state and municipal education systems as provided in the Federal
Constitution of 1988 (CF of 1988), in articles 23, 211 and 214, in the Law of Guidelines and
Bases of National Education (LDB of 1996), in article 8, in the National Plan of Education
(PNE of 2014), article 7, and in the State Education Plan (2015-2025), debating evidence of
technical cooperation practices in States and Municipalities of Brazil, limiting and even
contradicting the provision of the CF , such as Arrangements for the Development of
Education (ADE) and Public Consortia in Education (CP) with the participation of the private
sector. It problematizes the kind of cooperation and collaboration movement in the field of
education in the State of Tocantins, between the state and municipal education systems, with
the following questions: what are the main historical, theoretical and legal frameworks of the
collaboration regime in the management of education in Brazil according to the norms and its
main researchers?; How are the CP and ADE structured in Brazil?; How does the
collaboration regime work in the State of Tocantins as set out in the norms and understood by
researchers in the area of education?; What is the collaboration policy between the state and
municipal education systems in the State of Tocantins? The objective is to analyze the kind of
cooperation and collaboration movement in the field of education in the State of Tocantins,
between state and municipal education systems. With a critical perspective, the research is
based on data and information collected through a bibliographical review and documentary
research. The so-called collaboration regime in education in the State of Tocantins reflects the
movement carried out at the national level around federalism. The State Education Plan of
Tocantins mentions the collaboration regime 42 times in its goals and strategies in which they
directly deal with the relationship between state and municipal education systems, but this
regime still does not occur in the state as it is. placed in the CF of 1988, LDB of 1996 and
PNE of 2014. Technical cooperation does occur, through terms of technical cooperation. In
this sense, disputes are apprehended regarding interpretations and definitions, distorting the
meaning of the collaboration regime, which must be faced by the education systems in Brazil
and the State of Tocantins |
