The state and municipal education systems as provided in the Federal Constitution of 1988 (CF of 1988), in articles 23, 211 and 214, in the Law of Guidelines and Bases of National Education (LDB of 1996), in article 8, in the National Plan of Education (PNE of 2014), article 7, and in the State Education Plan (2015-2025), debating evidence of technical cooperation practices in States and Municipalities of Brazil, limiting and even contradicting the provision of the CF , such as Arrangements for the Development of Education (ADE) and Public Consortia in Education (CP) with the participation of the private sector. It problematizes the kind of cooperation and collaboration movement in the field of education in the State of Tocantins, between the state and municipal education systems, with the following questions: what are the main historical, theoretical and legal frameworks of the collaboration regime in the management of education in Brazil according to the norms and its main researchers?; How are the CP and ADE structured in Brazil?; How does the collaboration regime work in the State of Tocantins as set out in the norms and understood by researchers in the area of education?; What is the collaboration policy between the state and municipal education systems in the State of Tocantins? The objective is to analyze the kind of cooperation and collaboration movement in the field of education in the State of Tocantins, between state and municipal education systems. With a critical perspective, the research is based on data and information collected through a bibliographical review and documentary research. The so-called collaboration regime in education in the State of Tocantins reflects the movement carried out at the national level around federalism. The State Education Plan of Tocantins mentions the collaboration regime 42 times in its goals and strategies in which they directly deal with the relationship between state and municipal education systems, but this regime still does not occur in the state as it is. placed in the CF of 1988, LDB of 1996 and PNE of 2014. Technical cooperation does occur, through terms of technical cooperation. In this sense, disputes are apprehended regarding interpretations and definitions, distorting the meaning of the collaboration regime, which must be faced by the education systems in Brazil and the State of Tocantins Esta Dissertação de Mestrado vincula-se à Linha Estado, Sociedade e Práticas Educativas do Programa de Pós-Graduação em Educação da Universidade Federal do Tocantins. Tem por tema o Regime de Colaboração na educação no Tocantins: princípio desvirtuado pelas cooperações técnicas. Os sistemas estadual e municipais de ensino como disposto na Constituição Federal de 1988 (CF de 1988), nos artigos 23, 211 e 214, na Lei de Diretrizes e Bases da Educação Nacional (LDB de 1996), no artigo 8º, no Plano Nacional de Educação (PNE de 2014), artigo 7º, e no Plano Estadual de Educação (2015-2025), debatendo evidências de práticas de cooperação técnica em Estados e Municípios do Brasil, limitando e, até, mesmo, contrariando, a disposição da CF, tais como Arranjos de Desenvolvimento da Educação (ADE) e Consórcios Públicos em Educação (CP) com participação da iniciativa privada. Problematiza a espécie do movimento de cooperação e colaboração no campo da educação no Estado do Tocantins, entre os sistemas estadual e municipais de ensino, tendo as seguintes questões: quais os principais marcos históricos, teóricos e o quadro legal do regime de colaboração na gestão da educação no Brasil segundo as normas e seus principais pesquisadores?; Como estão estruturados no Brasil os CP e os ADE?; Como se dá no Estado do Tocantins o regime de colaboração como disposto nas normas e compreendido pelos pesquisadores da área da educação?; Qual política de colaboração há entre os sistemas estadual e municipais de ensino no Estado do Tocantins? Tem-se por objetivo analisar a espécie do movimento de cooperação e colaboração no campo da educação no Estado do Tocantins, entre os sistemas estadual e municipais de ensino. Com perspectiva crítica, a pesquisa assenta-se em dados e informações coletados por meio de revisão bibliográfica e pesquisa documental. O chamado regime de colaboração na educação do Estado do Tocantins reluz ao movimento realizado em nível nacional em torno do federalismo. O Plano Estadual de Educação do Tocantins faz a menção por 42 vezes ao regime de colaboração em suas metas e estratégias nas quais tratam diretamente da relação entre sistemas estadual e municipais de educação, porém este regime, ainda, não ocorre no Estado da forma como está posto na CF de 1988, LDB de 1996 e PNE de 2014. Ocorre, sim, a cooperação técnica, mediante termos de cooperação técnica.
