Resumo:
This research addresses the management of the municipal education system in Lagoa da Confusao/TO. The starting point of the study covered the discussion about the institutionalization process of the constitutional principle of democratic management of public education systems after 1990, situated in the context of public policies and educational administration in Brazil. Its general objective is to unveil the concept of guiding management of the Municipal Education/Teaching System of Lagoa da Confusao/TO, in the general context of Brazilian education. It is a critical-dialectical perspective research that includes bibliographic and documentary research. The study explained the strategic-managerial concept that, predominantly, guides the management of education/teaching systems in Brazil from 1990 onwards, although tensioned by the democratic-participatory perspective, and identified that the national foundations of systems management also appear in the management process of the municipal education system of Lagoa da Confusao. In view of the above, the study showed that the management of the education system of Lagoa da Confusao still lacks of many actions for its democratization as an educational policy and, for that, requires, among other aspects, an action plan that seeks to overcome the existing anti- democratic obstacles in order to fulfill what establishes the goal 19 of the PNE 2014-2024.
