As a methodological procedure, a field research was used, composed of some stages and with data collection instruments: theoretical and documentary studies on public school transport, records of visits and observations with the Municipal Department of Education, application of a questionnaire to the department responsible for school transport management. As a theoretical reference for the reflections and analyses framework, some legal documents (BRASIL, 1998, 2000, 2006, 2009, 2011, 2013) and authors were consulted, among them: Fonseca (2002); Feijó (2008); Freitas and Bettezzati (2011); Bortoni- Ricardo (2008), Martins (2010) among others.Thus, it can be seen that there has been an advance when it comes to rural school transport compared to ancestors. Many Brazilian municipalities had access to vehicle purchase programs, which led to a significant improvement and, with regard to outsourcing, the inspection of the Public Ministry is constant. However, when it comes to school transport, there is a wide range of other factors that interfere with transport: difficulties in accessibility with road conditions in passable conditions; the absence or insufficient supply of vehicles in case of outsourcing (many do not meet the requirements required by law); the scarcity of transfers from the Federal and State Government; and, the few conditions of the municipalities bear the supplement for payment of these. A presente pesquisa objetivou estudar a gestão e planejamento do Transporte Escolar Rural (TER) no município de Monte Alegre de Goiás - GO. Como procedimento metodológico utilizou-se de uma pesquisa de campo, tendo com instrumentos de coleta de dados: estudos teóricos e documentais sobre transporte escolar público, registros das visitas e observações junto à Secretaria Municipal de Educação e aplicação de questionário à secretaria responsável pela gestão de transporte escolar. Como referencial teórico para as reflexões e análises, alguns documentos legais (BRASIL, 1998, 2000, 2006, 2009, 2011, 2013) e autores foram consultados, entre eles: Fonseca (2002); Feijó (2008); Freitas e Bettezzati (2011); Bortoni-Ricardo (2008) e Martins (2010). A partir dos estudos realizados, dos dados coletados e das análises feitas, pode-se constatar que houve um avanço quando se trata de Transporte Escolar Rural nas últimas décadas. Muitos municípios brasileiros tiveram acessibilidade a programas de aquisição de veículo, o que alavancou uma melhoria significativa e, no que se refere à terceirização, a fiscalização do Ministério Público se faz constante. Todavia, ao se tratar de transporte escolar há um leque muito grande de outros fatores que interferem no transporte: a dificuldades de acessibilidade com condições de estradas em condições transitáveis; a ausência ou insuficiência de oferta de veículos em caso de terceirização (muitas não atendem os quesitos exigidos pela Lei); a escassez de repasses oriundos do Governo Federal e Estadual; e, as poucas condições dos municípios arcarem com o complemento para pagamento destes. 2024-01-25T18:54:25Z 2024-01-25T18:54:25Z 2020-12-17 Monografia ARAUJO, Luciana Ferreira de.
