This study addresses the management processes of the Penal System in Tocantins with
the purpose of establishing a model that implements methodologies and practices for the daily
life of Prison Units that enable the realization of the rights of people deprived of liberty, as it
has been observed that the current operationalization by the logic of containment has mainly
affected communication between employees in the surveillance and specialized areas, as well
as the process of social reintegration of the person in custody, a fact that occurs due to limited
knowledge and lack of regulation of activities aimed at social reintegration, the low number of
employees in the specialized area, their limited autonomy to perform their services and
governance based on criminal populism. However, understanding that the penal system is a
public policy body, typical of public administration and that also needs to work on the social
reintegration bias, it is also intended to highlight that the penal system lacks and depends on
civil servants from different specialties to meet the complexity of their demands in order to
promote the improvement of criminal execution and judicial provision in the face of
overcoming the current scenario of disrespect for the constitutional rights of people deprived
of liberty, criminal servants and various actors in the execution of the sentence.
