This article aims to evaluate the applicability of Strategic Planning within the Amapá Military Police in the period 2011/2015. In this sense, it was sought to discuss the New Public Management in Brazil, conceptualizing Strategic Planning and its use in various segments, especially within the scope of the Amapá Military Police. The reason for the present research lies in the experience of the authors as professionals of the Public Security area and students of the Undergraduate Course in Public Administration at UNIFAP, who believe in the importance of the use of Strategic Planning as an indispensable tool for the PMAP to achieve its objectives, associated with the concern about the problematic index of criminality and violence in the State of Amapá. To answer the problem "Which are the obstacles for the applicability of the Strategic Planning within the scope of the Amapá Military Police and the reflexes for the institution and society?" the qualitative descriptive research method was used, by means of documental and bibliographical analysis and the collection of primary and secondary data. With the research it was found that one of the obstacles is the insufficient budget made available to the Military Police; another point is the lack of monitoring and evaluation of the results of the applicability of this planning within the PMAP; being possible to state that the Strategic Planning of the PMAP is not having applicability, it can be considered only a theoretical instrument and this reflects negatively on society, due to the PMAP not being able to achieve the goals established in its Strategic Planning. |
