First, we sought to understand urban poverty and its main generator, analyzing, etc., the reality of the housing complexes that are located in urban centers, and as a consequence the lack of goods and services essential to a decent life entails a population. In the event of a discussion about barriers faced by young people living in these situations of risk, until we reach a discussion about a song and its capacity for social transformation. A survey carried out at the Embassy in the bibliographies dealing with such topics, in the application of questionnaires to the residents of the group, in the on-site visits and in the researcher's perception of the subject. Este trabalho tem como objetivo utilizar a música como instrumento de inclusão social no Conjunto Habitacional Mestre Oscar, através de uma escola livre de música que seja capaz de atender a um projeto social de música dentro do bairro. Primeiramente, buscou-se entender sobre a pobreza urbana e a sua principal geradora, analisando, posteriormente, a realidade dos conjuntos habitacionais que se encontram afastados dos centros urbanos, e as consequências que a falta de bens e serviços essenciais à vida digna acarreta a uma população. Logo em seguida se discute as barreiras enfrentadas pelos jovens que vivem nessas situações de riscos, até chegarmos a discussão sobre a música e a sua capacidade de transformação social.
