Resumo:
Large-scale external evaluations make it possible to construct national education performance indices. This dissertation investigates the use of the results of the Basic Education Assessment System (SAEB), by school managers and teachers of the State Education Network of Pará in the municipality of Santarém, and of the State Department of Education of Pará (SEDUCPA). The objectives defined for this study were: To identify whether school managers and teachers from the Santarém State Network have access to and seek information about the results; assess the attitude of principals and teachers in relation to SAEB; to survey opinions, behaviors and experiences of the principals in relation to the management of schools in the administrative and pedagogical fields. We hypothesized that the appropriate use of assessment results can help improve the work of everyone in the school and, consequently, the performance of students. For this purpose, we used bibliographic and field research as a methodology, at first the research aimed to reach all state high schools in Santarém, however, due to the pandemic caused by Covid-19 (caused by the Sars-CoV-2 virus), at the request of the director of the 5th Regional Teaching Unit (5th URE), the application was carried out voluntarily and remotely, through the availability of electronic questionnaires created in the Google Forms application, shared through whatsapp of school managers. The application of the research coincided with the resumption of face-to-face classes, a factor that negatively interfered with the participation of managers and teachers, we obtained feedback from eight managers and twelve teachers from eight State High Schools and the reference technician from the 5th URE. The instrument's consistency analysis was performed based on the set of items constructed on a Likert-type scale. It was found schools in Santarém have a good index in IDEB, being the first school in the ranking of the State of Pará, the São Francisco school with IDEB of 5.6. For managers and teachers, large-scale external evaluations are fundamental for school planning, and therefore, they seek information about the results, considering that their dissemination should be expanded by the 5th URE. They consider that the results of these evaluations are not enough to promote education, thus, they hold regular discussions with the school team for the efficient use of the data, as these demonstrate whether or not there has been learning. In this way, they consider that the dissemination of the results of external evaluations should be improved, as they demonstrate what should be changed in national education, being used as a reference in the school curriculum. Teachers reported having knowledge about the reference matrix of the exams, looking for information about the SAEB, and showing an optimistic view about external assessments. For the 5th URE's reference technician, the results of external evaluations are made available quickly, as they are very relevant to face the low indicators of approval, failure and school dropout. Thus, the institution uses strategies for diagnostic assessment, as well as access to digital platforms for student learning and continued teacher training on external assessments. It was concluded that the results of large-scale external evaluations in Santarém are being used by the 5th URE to promote actions that strengthen the teaching-learning process of state schools, so that the student can have access to quality education, achieving the goals proposed by the MEC for national education.
