Professional and Technological Education (EPT) has stood out in the agenda of public policies in Brazil in the last decades, constituting itself as a strategic element for the economic development and social inclusion of the country. From this perspective, the discussion about professional qualification in order to meet the demands of productive sectors is part of this context. However, the implementation of Vocational Programs formulated by the Federal Government has found difficulties in adapting to the reality of the Brazilian municipalit ies, especially those located in the Amazon. From this point of view, the main theme of this study, the Professional and Technological Education Program Pará Profissional, was conceived with the objective of offering professional qualification with a view to expanding and verticalizing the productive chains, linked to the priority axes of State development, generating income and fight against poverty in Pará. In its implementation, Intersectorial Managing Committees were used, which made possible the construction of the model of local governance in some municipalities of the State. The general objective of this study is to analyze how the Intersectoral Steering Committee of Ulianópolis, PA (CGIU), impacts the actions of the Pará Profissional Program of the municipality. The choice of Ulianópolis was due to its pioneering spirit in establishing in Pará the first Municipal Intersectoral Steering Committee as a management tool to support and coordinate local EPT actions. Among the elements identified in the characterization of governance, we highlight the focus given to the transformation of the role of the State, where different social actors are inserted in the context of the elaboration and execution of sectoral public policies. The research methodology is exploratory-descript ive, carried out through a case study with a qualitative approach, utilizing documentary, bibliographic and field research. The analysis of the results was based on the mechanisms of governance (Leadership, Strategy and Control) used by the Basic Governance Framework of the Federal Audit Court (TCU) for public organizations. It was observed that the model established for the CGIU/Ulianópolis acted in a collaborative way, contemplating the participation of both the public and private sector, as well as organized civil society, being developed within a context that allowed to broaden the debate about the concept of local governance and networks as a governance structure
