The Federal Law 11947/2009, links PNAE to family farming, determining that the minimum percentage of 30% of the financial resources transferred by the Union is for the purchase of food from this productive category. This paper analyzed the process of acquisition and supply of food from family farming to meet the school meals of the Federal Institutions of Higher Education (IFES) of the Metropolitan Region of Belém (RMB) as a tool for local development and for Food and Nutritional Security, including the period of the Covid-19 pandemic. It is presented as a qualitative research of theoretical-empirical nature combining exploratory and descriptive elements, having in its procedures the bibliographic and documentary research and on-site interviews with the actors involved in the procurement process in the IFES of the RMB and with family farmers participating and not participating in the PNAE. It was found that the organization of PNAE in the IFES of the RMB meets the Law No. 11947/2009, regarding the purchase of foodstuffs from family farming, and that it has shown important advances, although limiting factors are still present, such as production planning and its inherent issues (insufficient quantity produced, little variety of products offered), compliance with the agenda of requests and sanitary legislation, low participation in public calls, difficulties in understanding the legislation and procedural barriers within the institutions. It was verified that in the pandemic period normative rules were created for the execution of PNAE and the IFES of RMB developed strategies such as the maintenance of income support, support for food distribution and also a campaign to collect food baskets, opting for not distributing family farming products. It can be inferred that the PNAE has the capacity for greater use, both by the Public Administration and by family farmers, so it requires good coordination between those who buy and those who sell, considering all those involved in the process, since the program has its own complexity, being necessary to improve the program to the specificities of the IFES in order to improve the process of purchases from family farming, contributing to local development and to Food and Nutrition Security. O Programa Nacional de Alimentação Escolar (PNAE) – maior e mais antiga política pública na área de alimentação e nutrição do Brasil, constituindo uma estratégia de Segurança Alimentar e Nutricional (SAN) – tem o intuito de promover e garantir o acesso à alimentação adequada aos estudantes da educação básica. A Lei Federal nº 11.947/2009, vincula o PNAE à agricultura familiar, determinando que o percentual mínimo de 30% dos recursos financeiros repassados pela União seja destinado à aquisição de alimentos oriundos dessa categoria produtiva. Este trabalho analisou o processo de aquisição e fornecimento de alimentos da agricultura familiar para atender a alimentação escolar das Instituições Federais de Ensino Superior (IFES) da Região Metropolitana de Belém (RMB) como instrumento para o desenvolvimento local e para a Segurança Alimentar e Nutricional, incluindo o período de pandemia da Covid-19. Apresenta-se como uma pesquisa qualitativa de natureza teórico-empírica combinando elementos exploratórios e descritivos, tendo em seus procedimentos a pesquisa bibliográfica, documental e a entrevista in loco com os atores envolvidos no processo de compras nas IFES da RMB e com os agricultores familiares participantes e não participantes do PNAE. Constatou-se que a organização do PNAE nas IFES da RMB atende à Lei nº 11.947/2009, no que concerne a compra de gêneros alimentícios da agricultura familiar, e que tem mostrado avanços importantes, apesar de fatores limitantes ainda estarem presentes, como o planejamento da produção e suas questões inerentes (quantidade insuficiente produzida, pouca variedade de produtos ofertados), o cumprimento da agenda de solicitações e da legislação sanitária, baixa participação nas chamadas públicas, dificuldades para entendimento da legislação e entraves processuais dentro das instituições. Verificou-se que no período pandêmico normativas foram criadas para a execução do PNAE e as IFES da RMB desenvolveram estratégias como a manutenção de auxílio em renda, apoio para distribuição de alimentos e também campanha para arrecadação de cestas básicas, optando-se, pela não distribuição de gêneros da agricultura familiar. Pode-se inferir que o PNAE tem capacidade para um maior aproveitamento, tanto por parte da Administração Pública quanto por parte dos agricultores familiares, para tanto exige boa articulação entre quem compra e quem vende, considerando todos os envolvidos no processo, uma vez que o programa possui complexidade própria, sendo necessário o aprimoramento do programa às especificidades das IFES de forma a melhorar o processo de compras da agricultura familiar contribuindo para o desenvolvimento local e para a Segurança Alimentar e Nutricional.
