The island is located on the left bank of the Guamá River, opposite the city of Belém, one and a half kilometers from the mainland, and is currently home to 8 communities that base their livelihoods on fishing, extractivism, agriculture, small-scale river transport, gastronomy and tourism. In order to achieve the proposed objective, it became essential to look at the legal instruments for environmental and territorial management that affect the research site, the ways of conceiving socio-environmental conflicts and social transformations. As for the methodological tools adopted, the study is exploratory and qualitative, with methodological procedures that include a literature review, field research and an ethnographic case study. The universe of the research is the island of Combu and the population of the resident communities, as well as the documentation that regulates and conducts the Environmental Protection Area, into which the territory of Combu has been transformed. From meetings, contact with residents and those responsible for environmental and territorial management, as well as on-site observation as an alternate councillor on the Combu Island Environmental Protection Area Management Council, and as a member of the Working Group to draw up the conservation unit's Management Plan, which took place in 2022, it was possible to identify the main deficiencies in environmental management and the effectiveness of cooperative federalism. The community faces problems such as a lack of dialogue between the community and the government, a lack of licensing and supervision of projects installed on the island, real estate speculation and irregular sale of properties, an exodus of the local population to the outskirts of the capital, the removal of trees that are important for the community's livelihood due to the installation of electricity equipment without proper maintenance, among others. Thus, the social interest of the research lies in the importance of efficient planning and regulation of environmental and territorial management related to Combu Island, in order to meet the needs of the community and the environment. In this sense, the research aims to produce an Illustrative Map, together with an Action Plan identifying the main socio-environmental conflicts in the area and proposing solutions to improve environmental and territorial management on the island, as a contribution to the APA Combu Management Plan. It is understood that the conclusion of the Management Plan will be the starting point for the set of integrated actions needed to safeguard the environmental, cultural and social assets present in the protected space, and to empower the local population to use and appropriate their territory, in order to reduce social inequalities, environmental degradation, the gentrification of the island and the exodus of traditional populations. O presente estudo possui como objetivo analisar a execução da gestão ambiental realizada pelos órgãos públicos na Ilha do Combu, no contexto do federalismo cooperativo, e compreender seus efeitos frente aos conflitos e transformações ocorridos na área. A ilha está localizada à margem esquerda do rio Guamá, em frente à cidade de Belém, a um quilômetro e meio de distância do continente, e abriga atualmente 08 comunidades que baseiam sua subsistência nas atividades de pesca, extrativismo, agricultura, transporte fluvial de pequeno porte, gastronomia e turismo. A fim de alcançar o objetivo proposto, tornou-se essencial debruçar-se sobre os instrumentos legais de gestão ambiental que incidem sob o locos de pesquisa, as formas de concepção de conflitos socioambientais e de transformações sociais. Quanto às ferramentas metodológicas adotadas, o estudo é exploratório e qualitativo, com procedimentos metodológicos que incluem revisão bibliográfica, pesquisa de campo e estudo de caso etnográfico. O universo da pesquisa é a ilha do Combu e a população das comunidades residentes, além da documentação que normatiza e conduz a Área de Proteção Ambiental, na qual foi transformado o território do Combu. A partir das reuniões, contato com os residentes e responsáveis dos órgãos competentes pela gestão ambiental, bem como, pela observação in loco como conselheira suplente no Conselho Gestor da Área de Proteção Ambiental da Ilha do Combu, e integrante do Grupo de Trabalho para a elaboração do Plano de Manejo da unidade de conservação, que ocorreu no corrente ano de 2022, foi possível levantar as principais deficiências na gestão ambiental e na efetividade do federalismo cooperativo. A comunidade enfrenta problemas como ausência de diálogo entre a comunidade e o poder público, ausência de licenciamento e fiscalização dos empreendimentos instalados na ilha, especulação imobiliária e alienação irregular de imóveis, êxodo da população local em direção às periferias da capital, supressão vegetal de árvores importantes para a subsistência da comunidade em razão da instalação de equipamentos de energia elétrica, sem a manutenção adequada, entre outros. Assim, o interesse social da pesquisa reside na importância do ordenamento e regulamentação eficientes da gestão ambiental correlata à Ilha do Combu, a fim de atender às necessidades da comunidade e do meio ambiente. Nesse sentido, entrega- se como produto da pesquisa o Mapa Ilustrativo, juntamente ao Plano de Ação identificando os principais conflitos socioambientais existentes na área e propor soluções à melhoria da gestão ambiental incidente sob a ilha, como contribuição ao Plano de Manejo da APA Combu. Entende-se que a conclusão do Plano de Manejo será o pontapé inicial do conjunto de ações integradas necessárias à salvaguarda dos bens ambientais, culturais e sociais presentes no espaço protegido, e do empoderamento da população local ao uso e apropriação de seu território, em prol da redução das desigualdades sociais, da degradação ambiental, da gentrificação da Ilha e do êxodo das populações tradicionais. 2025-02-14T12:50:29Z 2025-02-14T12:50:29Z 2023-12-20 Dissertação ROUMIÉ, Indara Martins Aguilar.
