The formation of this study included bibliographical and document research, interviews, observation. The sort of interview used was the strucdured, with screnblay applied to the social works municipal councillors. In this way, the results of this study poinds oud that this council does not makes up- makes a delibetions and social control forum. The participation that was but into effect by council does not characterize itseff as a social emanciptyon process, but reinforce esclufion, procrasdinating a democratic management and making conducted participation strong rather than manegement participation. Reflete acerca da participação que se realiza no Conselho Municipal de Assistência Social do Município de Soure. A constituição deste estudo contemplou pesquisa bibliográfica, documental, entrevista, observação. As entrevistas utilizadas foram uma estruturada e outra semi-estruturada aplicados junto aos Conselheiros de assistência social do município.
