Resumo:
This study aims to understand the phenomenon of voluntary return to the conditional cash transfer "BolsaFamilia". This study is based on the critical-dialectical theory, uses the categories of social policy, social work, empowerment / autonomy, citizenship, income transfers and poverty. The method adopted is dialectical, from which the case study with in-depth interviews will be adopted. The data were processed through content analysis that consists of "an investigation technique that aims at objective, systematic and quantitative description of the manifest content of communication" from systematic and objective procedures to describe the content of the messages, indicators (quantitative or otherwise) that allow the inference of knowledge concerning the conditions of production / reception (inferred variables) of these messages and the quantitative aspects of the method. The BolsaFamília program has brought benefits to the target audience, the volume of information leaves no doubt, however the cases studied indicate that the return of the benefit of this program did not occur spontaneously, but stimulated without that beneficiaries were effectively emancipated. Thus there was voluntary but lock cancellation, guidance and induced output. Some families were detected by the program system and were automatically blocked because they are nonstandard income to continue receiving the benefit; others were detected at the time of re-registration. As for this shutdown, the positioning of the people interviewed was divided between those who understood that still needed a lot of money to continue the improvement of their lives; and those that have not even request the shutdown of the spontaneous coordination of the program form, agreed with institutional procedures, because they understand that other needy people need the opportunity generated by this policy.
