In recent years, dozens of countries have passed Public Information Access laws, in order to ensure transparency and strengthen democratic accountability. In November 2011, Brazil became the 89th country to adopt an Access to Public Information Act. But law 12,527 only came into force in May 2012, once text provided 180 days to implement it.The beginning of the validity of the law poses the challenge of turning it into an effective instrument for supporting a more transparent and responsive government. This paper analyzes the obstacles to the implementation of the Access to Public Information Act in the municipalities of the Brazilian state of Pará. The focus of this study are the electronic portals of municipalities in Pará, and the channels and the flows of information that they provide. |
