Resumo:
This study deals with Unified Teaching Career Policy in Federal Universities from Unified Plan of Offices and Employments Classification and Retribution created in 1987. Its central issue is to analyze how Teaching Career developed in Federal Universities when historical changes occurred on Brazilian nation political-juridical structure in the end of 20th century, also new ways of job world organization. Thus, this study aims to analyze Teaching Career in Federal Universities, from 1987 to 2012, on established relations level among productive re-structuration determinants and changes on Brazilian Nation management sphere. Also its relation to social policies and what derives from it to government employees, from federal government educational policy mediation to Teaching Career on this teaching institutions. This research matches to Historical-Dialectic Materialistic knowledge theory, and it is considered a documentary research. Therefore it favors information present on laws related to Teaching Career, on teaching manifestation documents and on federal government official data related to higher education policy and its financing. It was found that Teaching Career development in Federal Universities occurred from Academic Reform in 1968 and it was unified from 1987, with a career model in which the way of access was set out exclusively through civil service exam, isonomy in salary according to titles, working requirements and working time, as well as it made possible conditions to actualize a continuing education the career. Changes that happened after Brazilian Nation Reform and after the new social metabolic dynamic that organize material life production fell upon Teaching Career in its strengthening period. Legal system managed in 90’s consolidated through 2000s aiming to extend relation between university/teaching staff and market, mainly through research and technological innovation aiming to increase fee profits (which usually decreases) through new productive processes (relative surplus value increase) and new e de goods and services. Policy to Federal Higher Teaching slowly modified conquered Career foundation in 1987 and inserted unpredicted determinants in its beginning. Teaching productivity made conditions to remuneration in the end of 90’s and then eliminated the structure of initially established salary isonomy in career. During 2000s it suffered changes that can be summarized in high productivity, competition, external fund raising to research, high teaching staff qualification, precarious work conditions, a highlight on salary losses, working schedules intensification and a conversion of unproductive immaterial work in productive material/immaterial work.
