The Federal Government's regulatory framework for the Public Forest Management has been defined in Law No. 11.284/2006 and their main purpose the regulation of logging and other forest resources in areas previously defined by the bids for concession. This paper aims: Propose adjustments to the model of the Concession Agreement for the areas of public forests, from analysis and technical studies of legislative proposals produced within the institutional organs of the state of Pará. The survey was conducted with a focus on documents produced by public institutions, technical reports produced within universities, public announcements and other sources of research and information available. The results show that models of concession contract for the state of Para, do not meet the fundamental principles existing in the law in question and was not able to secure the attendance of the twin goals of economic viability for entrepreneurs and communities, and environmental sustainability for maintaining biodiversity. We conclude that the pattern of the Forest Concession contract for the state of Para, do not meet the requirements of economic sustainability, environmental and social, is fundamental adjustments to effect this proposed policy, to boost local development in the areas under this scheme.
